Vessel Traffic Services
Course Prerequisites
This program is intended for presently serving VTS Operators who meet the following criteria:
1. Are currently in post at a VTS Centre for a continuous period of not less than 12 months.
2. Have successfully completed all studies leading to a State or nationally recognised marine navigation certificate at a minimum level of Master Class 5, and a maximum level of STCW95 OOW qualification. NOTE: Candidates with other qualifications which are deemed appropriate by their Port to enable them to meet the required IALA level within the 2 week on-campus component will be accepted.
3. If not included in the above certificate, have successfully completed studies leading to a radar observer’s certificate.
4. Have been issued with a document signed by the VTS Authority attesting to:
a. Fluency in the English language; and
b. Successful participation an emergency exercise during the past 12 months.
Pre-course candidate assessments:
Candidates meeting the pre-requisite criteria will be invited to complete a pre-commencement training needs assessment, which will be conducted at AMC.
This assessment will consist of a written answer paper (multiple-choice/short answer) to a series of questions related to the 8 elements of the AMC VTSO-BT program:
- Language
- Traffic Management
- Equipment
- Nautical Knowledge
- Communication Coordination
- VHF Radio
- Personal Attributes
- Emergency Measures
Pre-course VTS operations assessments:
Additionally, participating ports will be required to complete an ‘Initial Assessment of Vessel Traffic Systems’ which will form a basis for determining experiential learning of candidates.
Course Duration

The course being offered by AMC is approved as meeting the requirements IALA VTS Operator V/103. In order to meet the IALA specified learning outcomes, within the nominated course duration, the course will have a significant Recognition of Prior Learning process, detailed in the pre-requisites listed above:
Certificate
Upon successful completion of this phase, candidates will be awarded with their V-103-1 certificate. Candidates then apply to AMSA for their Training Record Book.
