An AMSA issued Certificate of Safety Training is the mandatory minimum requirement in order to serve on board vessels in international waters. It is not possible to gain employment in the industry without this Certificate The process to gain an AMSA issued Certificate of Safety Training involves two separate steps:
1. Completion of the following short courses, which are offered by the AMC, and which are referred to as STCW Basic Safety Training:
- Elementary First Aid (EFA) – 2 days
- Fire Prevention and Fire Fighting (FPFF) – 3 days
- Personal Survival Techniques (PST) - 2 days
- Personal Safety and Social Responsibilities (PSSR) – 2 days
2. Upon successful completion of the AMC training, candidates will be issued with AMC, AMSA approved Certificates for each of the courses completed. Candidates are then required to apply to AMSA for the issue of a Certificate of Safety Training. Application forms are available from the AMSA website: www.amsa.gov.au.
3. Candidates holding either a Workplace Level 2 or Senior First Aid certificate obtained within the last 2 years issued by a nationally recognised training provider may qualify for an exemption in that component. The exemption would reduce the duration of the course; however the course fees remain the same.

AMSA is a largely self-funded government agency with the charter of enhancing efficiency in the delivery of safety and other services to the Australian Maritime Industry. To assist the shipping industry maintain our marine environment, the Australian Government, through AMSA implements and enforces a number of legislative requirements on the industry. The Maritime Coastguard Agency (MCA) is the UK equivalent of AMSA, and recognises the AMSA issued Certificate of Safety Training.

- TDMMF6207A Prevent, control and fight fires on board an ocean-going vessel
- TDMMF1107B Survive at sea in the event of vessel abandonment
- TDMMF5607A Observe personal safety and social responsibilities
